Every five years, the Wisconsin Board for People with Developmental Disabilities (BPDD) is required to submit a plan to the federal government that focuses on systems change that will improve the quality of life for people with developmental disabilities in the state.

The BPDD believes that all people with disabilities should be fully included in the community.
